Jaime Cochran:

As JCO Engineering's owner, Jaime Cochran brings over 22 years of construction experience to the company. Jaime's education in civil construction began at a young age when she would spend weekends with her father at various construction sites in Sonoma County, learning to read grade stakes and trying to understand the importance of balancing cuts and fills on a site. By the time she graduated from high school, she had worked in the office of her father's company learning the management side of the business until she decided to pursue her degree.


While in school, she continued her education in the field on a multi-year internship with a large civil contractor working on the San Francisco Oakland Bay Bridge project as part of the foundations’ team. Upon graduating from Sacramento State with her Bachelor's in Construction Management and minors in both Business Administration and Mathematics, Jaime continued working on large civil projects, taking a position as a field engineer working on various projects including levees, highways, bridges, and dams.


Moving to Chico, California in 2013, she transitioned from the field to the office, where she began estimating and managing both small and large federal projects for a local heavy civil firm. During this time, she focused on understanding the requirements of working for the federal government and began developing an expertise in navigating US Army Corps of Engineers projects including, but not limited to, the use of P6 scheduling software, Resident Management System (RMS and now RMS 3.0), Contractor Quality Control (CQC), and proposal writing based on stringent specification requirements.


In her final position before starting JCO Engineering, Jaime worked as the estimating manager for a small civil contractor. Here she was responsible for identifying and selecting opportunities to bid, leading a team of estimating and project engineers through the takeoffs and subcontractor solicitation and selection processes, developing detailed estimates and proposal narratives, and leading bid reviews. During her three-year tenure with the company, revenues grew from under $4M to over $12M a year.


Jaime is not only passionate about her work; she is also passionate about her community and the construction industry as a whole. In addition to her work for JCO Engineering, she has served on the board of the Yellow Door, a non-profit dedicated to supporting the local autism community, since 2014 and also teaches Construction Management courses at California State University, Chico and co-advises the student run Chico State Women in Construction (CSWIC) club in an effort to support the development of future leaders in the construction industry.

Ashley

Ashley Hoy, EIT:

Graduating in 2018 from Chico State University with a Civil Engineering degree, Ashley joined a global engineering firm as a civil design engineer. During her time as a design engineer, her responsibilities included providing technical assistance and project design on various civil engineering projects specializing in transportation and land development. She also prepared technical reports, civil plans and Caltrans / Greenbook specifications, including the development of right of way acquisition exhibits, engineering quantity calculations, engineering estimate preparation, traffic signal and electrical design, geometric design, ADA compliance, and existing and proposed watershed maps. Ashley’s past experiences in construction helped to develop practical designs for grading, preliminary traffic analysis, quantity cost estimating, and utility mapping. Her additional experience includes construction inspection for seal coat projects and heavy civil projects; overseeing the contractor’s daily operations, materials testing, plans interpretation, and contractor payment records.

 

Utilizing her civil engineering background, Ashley brings a well-rounded approach in understanding both sides of Construction and finding solutions for her clients.

 

Ashley recently joined JCO Engineering in 2021, and is looking forward to serving Northern California construction industry clients with their project needs.
